Public consultation on Vehicle Care Products

During the consultation period, Nordic Ecolabelling gives you the opportunity to comment on our proposal for new criteria for Vehicle Care Products.
Nordic Ecolabelling are revising the requirements for Vehicle Care Products 013. The criteria apply to vehicle care products designed for cleaning or polishing vehicles, including cars, buses, trucks, boats, ships, airplanes, motorcycles, bicycles, scooters, trains, and other rail transport. Products for use by consumers and professionals and products for manual washing and automatic dosing systems are included.
You are welcome to respond to the proposal no later than 4 September 2026.

Most important issues
Nordic Ecolabelling welcomes feedback on the entire revised criteria including the following significant changes:
- Due diligence requirement for minerals and renewable raw materials and required RSPO certification for ingredients from oil palm (O3, O4)
- Tightened chemical requirements: Expanded list of excluded hazard classifications and excluded substances where, e.g., BHT, bronopol, all isothiazolinones, and MEK are excluded (requirements O2, O5, O6)
- Fragrance use only allowed in professional products for wash installations. Restricted fragrance substances now include the expanded list subject to declaration in the EU cosmetics regulation (requirement O9)
- New requirements and stricter limits for phosphorous, VOC, ecotoxicity, and biodegradability (requirements O8, O10, O11, O12, O13, O14)
- More detailed Function test method and documentation requirements (Appendix 8)
Furthermore, we would appreciate your input regarding:

Product subcategory definitions, including that 2-in-1 products must meet the stricter requirement of the applicable subcategories (Definition table)

Any knowledge of recycled ethanol availability that could be used in windshield washer fluid (requirement O15)
