Textile floor coverings and carpets 113

Nordic Swan Ecolabel textile floor coverings and rugs/mats have a reduced environmental and climate impact throughout their life cycle. These products:

  • Have a low environmental impact due to a high proportion of renewable and/or recycled materials.
  • Stimulate the use of biobased or recycled plastic to replace virgin fossilbased plastic.
  • Meet strict environmental and health requirements for chemicals used in production.
  • Have low emissions to indoor air.
  • Contribute to circular economy either by design for separation, material recycling through take-back systems or higher proportion of renewable and/or recycled materials.
  • Are quality tested to ensure a long lifetime.

Product types that are covered are carpets for indoor use intended to be placed on the floor, i.e. textile floor coverings and floor rugs/mats. Both products fastened to the floor by adhesives, hooks etc. and loose laid products are included and both carpets that cover a floor from wall-to-wall and those covering only parts of a floor. The upper side (which faces upward from the floor) of the product must consist of at least 80% by weight of textile fibres.

    Annual licence fee

    The licence fee for the Nordic Swan Ecolabelled products is based on their turnover in the Nordic region.

    Up to 31.394 million EUR. 0,3% of the products' turnover
    More than 31.394 million EUR. 0,05% of the products' turnover
    Minimum fee in the Nordic region 2 267 EUR per year.
    Fixed fee applicable to turnover outside the Nordic region 2 267 EUR per year for turnover exceeding 300 000 EUR.

    Fee for extension / change of licence

    Fixed fee that is charged depending on how long the work takes.

    Up to 4 hours 424 EUR
    4-8 hours 849 EUR
    8 or more hours 1 699 EUR

    Fee for on-site inspections

    One on-site visit within the Nordic region is included in the application for a new or renewed licence.

    Additional on-site inspection within the Nordic region 565 EUR per visit
    On-site inspection outside the Nordic region, but within Europe 1 699 EUR per visit
    On-site inspection outside Europe 2 834 EUR per visit
    Additional fee for on-site inspections lasting longer than one day 1 132 EUR per day

    More than 30.9 million EUR. 0,05% of the products' turnover
    Minimum fee in the Nordic region 2 232 EUR per year.
    Fixed fee applicable to turnover outside the Nordic region 2 232 EUR per year for turnover exceeding 300 000 EUR.

    Fee for extension / change of licence

  • 2.0: New criteria generation

    Nordic Ecolabelling adopted version 2.0 of the criteria for textile floor coverings and rugs/mats on 12 November 2025. The criteria are valid until 28 February 2031.

    1.2: Prolongation of the validity of the criteria

    Nordic Ecolabelling decided on September 23, 2025, to prolong the validity of the criteria until December 31, 2026. The new version is called 1.2.

    1.0: New product group

    Nordic Ecolabelling adopted version 1.0 of the criteria for Textile floor coverings and carpets on the 22 March 2023.

    The criteria is valid to 1 May 2026.
